1. The role of a councillor in the Community of North Rustico is a part time one and councillors receive an honorarium for their service. Councillors also incur expenses in performing their duties and are provided allowances for such out of pocket expenses incurred while acting on behalf of the Council.
2. In light of section 1 above, no member of council shall accept any gifts, hospitality, or invitations to special events, or any combination thereof, which exceed $100 in value.
3. A council member may accept a nominal gift or hospitality with a value of $25, or tender (for example, lunch, dinner, coffee, a business portfolio, a plant) and is not required to document or disclose the gift or hospitality provided that:
a) it is in the context of legitimate council business, or a recognized charitable event;
b) it is an infrequent occurrence;
c) it legitimately serves a community purpose;
d) it is appropriate to the community responsibilities of the member; and
e) the gift or hospitality is not an attempt to seek special favours or advantages from the member or the Community.
4. Receipt of gifts, hospitality, and invitations to special events, or any combination thereof from a single donor, with a value ranging from $25 to $100 inclusive shall be documented and disclosed to the administrator. The administrator shall likewise document and disclose to the council the receipt of such gifts, hospitality and invitations to special events with a value ranging from $25 to $100 inclusive received by members of council.
Note: For any policy to be a policy of council it must be adopted by resolution by the council at a public meeting.
